Permissions
Access to the app is controlled by two Jira global permissions added by Restore Deleted Issues. These are separate from Jira project permissions and are managed in Jira Settings → System → Global permissions.
Required role to manage permissions: Jira Administrator
The two permission levels
View deleted issue backups
Granted to all users by default.
Users with this permission can:
- Browse the Deleted Issues panel in tracked projects
- Open and inspect full snapshot details
- Export snapshots as JSON or CSV
- View the Dashboard Gadget
Manage deleted issue backups
Granted to Jira Administrators by default.
Users with this permission can:
- Restore deleted issues
- Permanently delete snapshot records
- Manage App Settings (tracking, retention policy)
- Access the Audit Trail
Additional requirement for restore
Restoring an issue creates a new Jira issue in the target project. This operation runs in the context of the logged-in user — so in addition to the Manage deleted issue backups permission, the user also needs Create Issue permission in the project where the issue will be restored.
If the user has app permission but not the project-level Create Issue permission, the restore will fail. The failure is logged in the Audit Trail with a clear reason.
Changing who has access
To grant or revoke either permission for specific users or groups:
- Go to Jira Settings → System → Global permissions.
- Find View deleted issue backups or Manage deleted issue backups.
- Add or remove users, groups, or project roles.
If your organization wants a dedicated team (e.g. a support or ops group) to be able to restore issues without making them Jira Administrators, grant them the Manage deleted issue backups permission directly — then ensure they also have Create Issue in the relevant projects.
